Preparing for change: Procurement Act 2023
The government is transforming the way public procurement is undertaken.
The Procurement Act 2023 will be the biggest change to public procurement in decades and our team has been preparing for these changes to ensure that our solutions continue to be compliant with relevant legislation.
The ‘go-live’ date for the new regime will come into effect on 28 October 2024. All new Procurements started after this date will need to comply with the new Regulations.
The aim of the new Regulations is to establish a more simple, efficient and transparent procurement process. It will bring all existing regulations into one place, albeit, a large and complex one.
Some highlights and benefits of the new reforms include:
- A Central Digital Platform is being built so buyers and suppliers can store their business details.
- Access all procurement opportunities from one place
- Increase procurement opportunities allowing small businesses and social enterprises to compete for public contracts
- Implementing stricter measures against underperforming suppliers
- Ensures greater transparency
Throughout the year, our team have been preparing for these new changes and have attended various training and knowledge seminars to ensure we continue to support our landlord partners with the new changes.
Staff have successfully completed the e-learning modules aimed at supporting procurement practitioners in implementing the new regime. The 10x1hr modules have equipped staff with a deeper understanding of the Act including the key changes and how these impact on the procurement process.
Staff have also completed the deep dive, which is a 3-day course and builds on the e-learning modules to focus on how these changes will affect the way procurement is undertaken in future.
It is important to highlight that existing procurements under the ‘old’ regulations will continue to end of lifecycle under the old regime. Our existing Frameworks / Dynamic Purchasing Systems (DPS) can still be used until the end of their term to award Call-off contracts and these will fall under PCR2015 Regulations.
All existing DPS must be closed by 28 October 2028.
